K12 Coalition and Bellwether Release Roadmap for System-Wide Change.

Passage Preparation™ Expands to Florida, Bringing Test-Aligned Certification Support Nationwide

K12 Coalition™ has announced the official expansion of Passage Preparation™, a division of K12 Coalition, into Florida. With this move, K12 Coalition now officially serves aspiring educators in all 50 states, Washington D.C., and all U.S. territories, offering more than 650 test-aligned courses designed to get qualified teachers into classrooms faster.

Florida continues to face a critical teacher shortage, with instructional vacancies remaining in the thousands. The crisis is compounded by low first-attempt pass rates on the Florida Teacher Certification Examinations (FTCE); currently, only 34 percent of all test-takers pass the Elementary Education exam on their first try. Passage Preparation aims to reverse these trends by providing affordable, asynchronous, and high-quality test preparation specifically aligned with the FTCE.

“Our mission is to ensure every aspiring teacher has the opportunity and resources to become certified and succeed in the profession,” said Jim Hall, CEO of K12 Coalition. “By reaching this milestone of serving all 50 states, we are bringing a proven, scalable, and cost-effective model to Florida that addresses the teacher vacancy crisis head-on while maintaining the highest standards for teacher quality.”

Passage Preparation’s platform allows candidates to focus on exact competencies needed for the FTCE, rather than wasting time on material they have already mastered. This approach leads to higher first-time pass rates and a significantly shorter time to certification.

“We are excited to deepen our impact in Florida,” said Nathan Estel, Managing Director of Passage Preparation. “Our courses are designed to bridge the gap for both traditional and non-traditional candidates. By providing diagnostic data and progress tracking, we empower educators to move toward certification with confidence and help districts and educator preparation programs (EPPs) move from guesswork to data-driven decision-making.”

The expansion is particularly timely as Florida continues to champion alternative certification pathways, such as the Military Veterans Certification Pathway and the Teacher Apprenticeship Program. These initiatives acknowledge that non-traditional candidates are crucial to solving the state’s workforce needs. Passage Preparation supports these efforts by offering a pipeline for candidates in critical shortage areas like Math, Science, and Special Education.

Beyond individual study, the Passage Preparation Portal provides District HR leaders and EPPs with real-time candidate performance data. This allows administrators to track content mastery and provide targeted support, helping districts build a well-prepared teaching workforce that meets the needs of Florida’s students.
