As Florida’s Teacher Shortage Intensifies, New Law Expands Certification Pathways Ahead of the New School Year

TALLAHASSEE, FL – As Florida schools begin the 2026-2027 school year, a newly effective law gives aspiring and returning teachers a faster route into classrooms and marks a decisive step toward addressing the state’s educator shortage.

Chapter 2026-106 took effect July 1, 2026, passing the Florida House 112-0 and the Senate 37-0. Its passage follows extensive collaboration between bill authors and education advocates, including iteach, a division of K12 Coalition. As a national leader in alternative teacher certification, iteach shared practitioner input with policymakers as the legislation advanced, working to ensure that Florida’s schools benefit from a more efficient, high-quality pipeline of prepared professionals. 

As Florida students return to school, districts across the state continue to face significant staffing needs. The Florida Education Association reported 3,157 advertised instructional vacancies as of August 2026 — hundreds more than at the same point last year. The continued staffing challenge underscores the need for innovative pathways that expand access to the teaching profession while maintaining high standards and helping qualified aspiring educators enter Florida classrooms.

Florida’s newly enacted legislation takes steps in that direction by streamlining parts of the educator preparation and certification process.

How the New Law Helps Florida Education

By modernizing certification requirements and removing long-standing barriers for both new and returning teachers, the law will help Florida districts fill thousands of teacher vacancies. At the start of the 2025-26 school year, 94,038 courses statewide were taught by instructors not certified in that specific subject area. 

Three Changes Taking Effect for the New School Year

The legislation strengthens the educator workforce through several critical measures:

  • Accelerated Training: Allows participants in Educator Preparation Institutes (EPIs) to begin coursework while awaiting official state eligibility, preventing delays for passionate candidates.
  • Support for Returning Educators: Eliminates the requirement for former teachers to retake subject area exams they have previously passed and grants temporary certificates to those with expired credentials while they complete renewal steps.
  • Reduced Administrative Burden: Provides free professional training for certificate renewal and mandates that course completions be automatically reported to the Department of Education, saving teachers time and money.

“As students and teachers head back to school, this new law ensures more qualified educators are ready to step into Florida classrooms on day one,” said Andrew Rozell, President of iteach. “By expanding access to high-quality training and certification exam preparation through programs like K12 Coalition’s iteach and Passage Preparation, we’re removing barriers for aspiring teachers, returning educators, and career changers, and helping schools start the academic year fully staffed and supported.”

Alternative certification remains an integral part of Florida’s strategy to address the growing number of teacher vacancies. These programs are specifically designed for career changers, recent college graduates with non-education degrees and “grow-your-own” candidates—such as paraprofessionals already working in schools—who bring varied expertise but require a flexible, high-quality route to full certification. By streamlining these processes, HB 561 ensures that more Florida schools are supported by educators who are both subject-matter experts and pedagogically sound.
